Transit Legislative Outlook
In this article, the authors provide a general overview of shifts in transportation policy due to the shift in congressional leadership that occurred in the 2006 fall elections in the U.S. The article covers the various chairmanships and how the authors believe such a chair will shift policy. The new chair of the Senate Science, Commerce, and Transportation Committee, Daniel Inouye from Hawaii, brought a new Surface Transportation and Rail Security Act of 2007 (the STARS Act). In the House of Representatives, Bennie Thompson from Mississippi has become the chairman of the Homeland Security Committee, while Peter DeFazio of Oregon has been given charge over the Highways and Transit Subcommittee of the Senate Commerce Committee. Other shifts include Sen. Barbara Boxer of California moving into the Environment and Public Works Committee chair, and James Oberstar of Minnesota, who has become chair of the House T&I Committee.
