West Palm Beach Rings in New Year with 'Pay-by-Cellphone' Success

Parking officials in West Palm Beach, Florida have implemented a pay-by-cellular telephone system that works through a subscription program in which users enroll through a website. Traditional coin-operation has not been disabled on the meters. The system experienced 1,300 transactions in its first month, which was well over the expectation, and about 1,700 in the second, half of which was accounted for by repeat users. The enforcement system operates through a PDA given to officers where they can determine whether or not a spot has been accounted for. The system also had the benefit of a relatively small start up cost at $5,000.
