A Quality Management Framework for Liner Shipping Companies to Implement the 24-Hour Advance Vessel Manifest Rule
In this paper the authors present a study on the application of quality management (QM) to the field of maritime security for liner shipping companies (LSC). A ten-step approach is given to ensure that LSCs are in compliance with the 24-Hour Advance Vessel Manifest Rule. After an introduction and a review of the 24-hour rule, the authors present the following steps: 1) ensure management is committed to compliance, 2) form a quality improvement team (QIT), 3) develop a maritime security improvement model, 4) properly implement and be aware of security standards, 5) give management and supervisors security training, 6) set improvement plans and goals, 7) form channels through which staff can communicate errors to senior staff, 8) provide routine system checks, 9) establish protocols to reward proper security assurance, and, 10) ensure security teams constantly improve from previous benchmarks.
