EVALUATION OF URBAN MOTORWAYS FROM AN ECONOMIC VIEWPOINT

Construction of urban motorways offers a number of direct and indirect advantages for an urban community, which may not all be measured in terms of money, but may be proven nevertheless. Disadvantages appearing simultaneously can be minimized in many cases by way of object orientated and appropriate traffic planning, if not removed altogether. The important consideration is that an urban motorway is not treated as an individual road section, but as an integral part of the whole road network which is planned, built and considered in relation to the entire urban road traffic system. In order to achieve this goal in the future better than in the past, the following measures should be taken: (1) better planning of urban motorways within the whole urban traffic policies; (2) removal of existing gaps in research studies, and systematic evaluation of results from case studies; (3) drawing-up uniform planning techniques and planning fundamentals; (4) creation of a central planning office for all the town traffic; (5) formation of uniform financial resources for all roads in the town. With these measures it will be possible that the old motto "better roads mean better living" will come true in the future and not the reverse. /TRRL/
