ESTIMATION AND SELECTION OF ROAD INVESTMENTS

IA EVALUACION Y SELECCION DE INVERSIONES EN CARRETERAS

This article studies the various methods used to evaluate road investments. The conventional cost-benefit analysis deals only with the costs themselves of the investment studied, which are perceived by road users immediately and directly. In the terminology used by OECD, this type of analysis is called "specific advantages". A comparison is made between the level of service criterion and the method of specific advantages, and the results show that they have a number of common points and that the latter can be deduced from the former. Details are given of integrated methods of economic estimation. A study is also conducted of the maximization of the benefits derived from road use and of their influence on the environment. /TRRL/
