QUESTIONS OF ECONOMICS IN HIGHWAY CONSTRUCTION

The financial straits of the public purse compel those responsible for highway construction to devote themselves to a greater degree than heretofore to questions of economics in construction. Savings in costs can be made by reducing the alignment specification leading to reduced earthworks costs. Reducing the cross section dimensions, especially by eliminating the second lane in the case of motorways, reduces pavement costs. Far reaching results are laid down in the recommendations for road pavements (RSTO 75). In comparing various types of pavement construction theoretical considerations and calculations were combined with the empirical factors which have been established for decades to exploit the bearing capacity of the pavement construction to the utmost. In addition comparative economic analyses must be made to include questions of maintenance and renewal in the cost comparisons for the various types of pavement construction. /TRRL/
