Private-Sector Investment in Roads and Streets as a By-product of the Development Process in the U.S.: The Virginia Experience
The paper examines the extent and the value of private sector contributions to the road and street inventory through subdivision streets. It uses data from the Virginia Department of Transportation on street mileage deeded to the state system from 2000 to 2005. The paper concludes with a discussion of challenges in valuation of subdivision streets and recommendations for further research.
