Independent Construction Quality Assurance Program of State Highway 130 Project: The Perspective of Independent Construction Quality Assurance Firm

In recent years, mainly because of the steady growth in highway capital development programs and state highway agencies’ continuously declining staffing levels, utilizing the construction quality assurance services provided by private engineering entities for major transportation infrastructure projects has been a subject of increased interest to both the public and private sectors. From the perspective of the independent Construction Quality Assurance Firm (CQAF), this paper presents the construction quality assurance program of the State Highway 130 Turnpike project (SH 130), a 49-mile design-build highway in Texas utilizing the Exclusive Development Agreement (EDA). The EDA places the CQAF in a critical role responsible for acceptance inspections of all development work, material sampling and testing, environmental compliance inspections, and auditing of the Developer’s quality control operations. The private-public partnership on the construction quality assurance program allows the Developer and Texas Department of Transportation (TxDOT) to capitalize the expertise and resources of the private sector and address the critical quality assurance needs of the fast-track project delivery. The challenges of implementing the independent CQAF program are discussed. The CQAF organizational structure, the Construction Quality Control and Quality Assurance Program, material testing and construction inspection functions, innovative data management techniques, and alternative quality assurance approaches are discussed. The CQAF program substantially elevates the level of confidence in the complete work and seamlessly supports TxDOT and Federal Highway Administration’s construction quality oversight and verification programs.
