The Switching Process of Parking Pricing Principle: From Duration-Based to Rights-Based
This paper explores the insights of duration-based and rights-based parking pricing principles for heterogeneous parking demand with different parking time periods. We assume that there are two types of parking demand: short-term and long-term. These two groups of demand compete for a limited and fixed number of parking spaces. It is also expected that a monopolist parking manager will set a pair of parking fees for the short-term and long-term parkers in order to maximize the total profit. For different potential demand situations, our paper demonstrates the insights of duration-based and rights-based parking pricing principles. We show that switching process of the pricing principle from the duration-based to the rights-based as the potential short-term demand increases.
