A Summary Review on the Importance of Transportation Planning, Preparation and Execution during a Mass Evacuation
The unprecedented mass evacuations in response to Hurricanes Katrina and Rita highlighted significant problems in the way that privately-owned and public vehicles were used in evacuations. Using the lessons learned from Hurricanes Katrina and Rita as a backdrop, this paper illustrates the importance of transportation asset planning, preparation and execution. Furthermore, some suggestions are offered to improve mass evacuation by means of private and public conveyance. Additionally, Federal, State and local government evacuation plans that have incorporated noteworthy elements into their evacuation plans after 2005 are cited as best practices.
