An Analytic-Deliberative Framework for Transportation Programming
Transportation programming is the step in the planning process where public funds are allocated to a set of transportation projects. While public involvement in the planning process has been increasing dramatically over the last decade, involvement in the programming step is relatively rare. This article describes a recent research effort into developing an analytic-deliberative framework for combining traditional programming activities with enhanced public involvement. The framework utilizes both technical programming tools for allocating funds along with deliberative tools for public buy-in of the process. In addition to outlining the framework, the paper also discusses the benefits and challenges with implementing this type of process.
