Massachusetts Inertial Profiler Certification Utlizing AASHTO Specifications and Cross Correlation
In an effort to further implement the Quality Assurance (QA) specification for paving projects in Massachusetts, the Massachusetts Highway Department (MHD) and the University of Massachusetts Dartmouth (UMD) undertook a research project aimed establishing a certification test site and a certification procedure suitable for use by the Pavement Management Section at MHD. A certification test site was located and setup on a taxiway of a local regional airport with recent repaving. Each test section was 528 feet in length as required in the American Association of State Highway and Transportation Officials (AASHTO) Provisional Specifications. A certification procedure for Massachusetts was developed utilizing the current AASHTO Provisional Specifications, proposed changes to the AASHTO specification by the Pavement Smoothness Expert Task Group (ETG) and the Maryland Department of Transportation Profiler Verification Procedure. The final procedure consisted of pre-certification testing, verification of ride statistics, equipment repeatability tests and equipment accuracy tests. The repeatability and accuracy portion incorporated the use of cross correlation to establish agreement “scores” between profiles. Only one of the three profilers was certified to the reference device. The remaining profilers failed because of average equipment repeatability “scores” less than 90% and average equipment accuracy “scores” less than 80%. Based on the Pavement Smoothness ETG proposed revisions to the AASHTO PP49 specification, three of four profilers (including the reference device) tested would have failed to meet the suggested equipment repeatability “score” of greater than 92% and equipment accuracy “score” of greater than 90%.
