TRAFFIC ACCIDENTS IN WINTER RELATED TO SOME WEATHER AND ROAD CONDITIONS

This paper deals with the winter traffic accidents that were related to adverse weather and road conditions on the highways of Hokkaido, Japan. In recent years, snow removal on these highways has increased, resulting in road traffic that is as heavy as in the summer. Some 7,000 accidents on national highways and 206 accidents on Hokkaido expressways were analyzed, using the relative risk analysis and the relative skidding risk analysis.
