Mega-obstacles to Mega-projects? Barriers and Remedies to Large Transportation Project Implementation. Case Study: The New York Metropolitan Region

Today the New York Metropolitan Region (NYMR) is facing a substantial loss of ability to implement necessary transportation mega-projects compared to half a century ago. Different institutional, methodological, financial, political and cultural barriers are undermining the planning and implementation processes. This research paper presents a qualitative discussion on the barriers to transportation mega-project implementation in the NYMR and suggests potential remedies to overcome them, such as strategic planning, inter-agency coordination, leadership building, rational incremental planning, innovative funding, etc. The research methodology was to gather opinions of experts in the region’s transportation sector. The aim of the research paper is to foster a debate about the necessary actions to overcome the existing transportation mega-project planning and implementation barriers in the NYMR. The recommendations of this research could also be applied to other major urban areas in the United States and abroad.
