Recent applications of HDM-4 on a Wide Variety of Road Networks and Environments

This article explores the use of HDM-4, a suite of computer database programs that include an integration tool, a strategic tool, a programming tool, and a project tool. The program is designed to help road authorities meet the demands of ever-demanding road networks (e.g., wider traffic, construction type, environmental issues, road maintenance). The authors use the latest version of HDM-4 (version 1.3) to show the versatility of the program in different scenarios. The program is applied to Poland's National Roads and Motorways, Namibia's National Road Network, and Malaysia's privately operated North South (tolled) Expressway. Results show wide variation of the program when applied to the three different environments, demonstrating that HDM-4 has evolved from a road network tool relegated to only the developing world. The authors see the program as proving both its versatility and transparency through its worldwide use, working well with many different databases and management systems. They also see HDM-4 continuing to evolve, expanding its use in both the developed and developing world to include privately- and publicly-funded road networks.
