TRANSPORTATION - POLITICS FEATURES OF THE FEDERAL GERMAN TRUNK ROAD PLAN SINCE 1976

The law dated 30.6.71 covering the extension of Federal German trunk roads demands proof of the requirement plan. This work which was carried out by close cooperation between experts and those responsible for political decisions, has led to a new conception for future trunk road construction. It is not considered to be unfavourable to motor car drivers. Changes in previous plans were necessary due to changes in structure data, "oepnv" rating, decreased state productivity, energy - and environmental - political problems. A new priority analysis was undertaken on the basis of cost-use criteria and by considering the federal area planning programme. The highest priority stage 1A covers a planning volume for 10 years of 37.3 thousand million dm. Of this 15.9 thousand million dm is eliminated for backlog and 21.4 thousand million dm for new construction. The next stage is set at 30 thousand million dm. These sums do not include finance for replacement investments, repairs and maintenance. The finances in the top priority stage are sufficient for 3200 kilometres of 2-lane and 2500 kilometres of 4-lane highway. Considering the combined effects at national and regional level the finance is divided according to German federal units for the evaluation of priority. The new plan takes into account policies for remaining roads, closure of stretches of railway and regions with weak structure. /TRRL/
