TRANSPORTATION AND SUBSTATE REGIONALISM

The purpose of this article is to provide an overview of policy issues on the desirability and feasibility of performance of various transportation functions by multicounty substate regional organizations. This article draws on a study conducted for the Pennsylvania Department of Transportation (PennDOT) that surveyed the various states' experiences with substate regionalism and analyzed appropriate alternative functional assignments and institutional arrangements for substate regional agencies. /GMRL/
