Transport system and good land use planning. An empirical land use and transport study

This report studies the impacts of future changes in land use on transport in the Uusimaa region and the Helsinki Metropolitan Area. The study is part of the preparations for the Metropolitan Area Transport Plan (PLJ 2007). It is a continuation of the literature study on the land use and transport interaction (The Helsinki Metropolitan Area Publication Series B 2005:11).A methodology was developed that produces automatically alternative future land use structures based on the current land use, regional/general plans and planned transport systems. The impacts of the location of new land use on the transport demand can be analysed quickly with the methodology to facilitate the policy discussions about the common objectives, possibilities and constraints. The methodology was already utilised in the production of preliminary strategies for the Metropolitan Area Transport Plan 2007. The empirical modelling work concentrated on two themes: Urban sprawl in the Uusimaa region and the future urban form of the Helsinki Metropolitan Area. According to the model results the growth of car mileage in Uusimaa varies between 45 and 76 per cent during the period of 2003-2030 depending how the land use spreads out. On the other hand, an efficient form of the same amount of land use could reduce the growth of transport (mileage) by one fifth in relation to the base forecast in the Helsinki Metropolitan Area. An efficient planning of new land use can especially stop the growth of car share in modal split. Densification kept the car share nearly even whereas in the base forecast it grew by five per cent by year 2030. The results show however that all transport system objectives cannot be reached only by means of land use planning.
