A Decade Old Botswana Road Management System: An Appraisal
Many countries have now implemented Pavement Management Systems (PMS) and view such systems as an essential and integral part of its approach towards road management. However, in the past decade, the implementation of PMS have been paralleled, with an ever increasing sophistication catalysed by rapid developments in Information Technology (IT) and a more demanding user. Botswana maintains an advanced Oracle based Road Management System, which has embraced a number of enhancements in the past, necessitated by increased IT capability and user needs. The paper provides the background of the system, the enhancements, its current status with the updated network data, and the impaired benefits to the user. The experience gained over a decade emphasize that any road management system has to be dynamic, accommodating the technological developments and the user requirements. Botswana has implemented the annual system recommendation since 1993. The network condition as predicted by the system in 1996, for an optimum budget, has been compared with the current condition data of the network. This reveals a substantial fall in the network condition. The paper explores possible reasons and suggests measures to close the gap between the system predictions and the real situation.
