In the cold light of day
The winter of 2005-2006 was colder than average in the UK, particularly in the south of England. Consequently, many highways authorities had already overspent their winter service budgets by March, despite early predictions of a severe winter from the Met Office. The winter warning made four predictions: mean temperatures across Europe would be lower than the 10-year average, the UK would be colder than average, particularly in southern parts, and the winter would be dryer than average. Details are given of the winter maintenance overspend by Lincolnshire, Kent, West Sussex, Hampshire, Dorset, Cornwall and Wiltshire county councils in relation to salt use, snow, hoar frost, and route-based forecasting for targeting salt treatments.
