IMPROVING TRANSPORTATION SYSTEM PLANNING: A HIGHWAY FINANCIAL ANALYSIS MODEL

This article describes a highway financial analysis model which was developed to aid local planners in evaluating the cost/revenue implications of alternative highway systems. The model calculates new construction, reconstruction, resurfacing and maintenance costs for various highway alternatives, as well as up to 14 categories of highway related revenues over time. This model was designed to operate on a minimum amount of data.
