AN APPROACH TO INTEGRATING AREA TRAFFIC CONTROL AND TRANSPORT PLANNING

There has not to date been strong interaction in research between the related fields of transport planning and area traffic control (atc). This paper identifies certain critical relationships between transport planning and atc and explains how the off-line calculations of optimum signal settings could be treated within a mathematical framework embracing equilibrium traffic assignment. A critical review of off-line optimisation programs is given and the performance of dynamic atc systems, installed in the past few years, is compared. The complementary nature of a user-optimisation problem and a system-optimisation problem is explained. Heuristic computation procedures for a joint atc network assignment algorithm are proposed.
