The basis of the article is the high percentage of "human failure" as the cause of road accidents and the fact that about 90% of all the necessary information required by the road-user is conveyed by the eye. The significance of the various functions of the optical system which are put into use by the road-user is worked out in detail: dependence of the visibility of an object on luminance, on contrast, on the size of the object, on the time available for recognition and the condition of adaptation; vision, perception and recognition as three stages in the receipt of visual information; the significance of concentration and conspicuousness; the factors of the practical recognition situation (factors of experience); conspicuousness, the claims on one's attention and the speed of recognition; the significance of favourable contrast conditions and of an increase in luminance; the keenness of the eye in daylight and at night (decreases to 5% at night); recognition of moving objects; problems of the field of vision; the wearing of spectacles and the role of tinted and phototropic spectacles; the combined effect of tinted spectacles and the effect of the thermal insulation of the windows of the vehicle; reflection from windscreens; night myopia; the deterioration of sight as age increases; physical regularity of a dazzle; the duration of the effects of a dazzle (less than 1/10 of the duration of the actual dazzle); the time required for adjustment and recognition; organic and functional one-eyedness; the significance of colour vision in traffic; effect of fatigue on vision; complicated conditions for sight on illuminated and wet roads; division of the concepts of the extent of the headlights and the distance of vision. /TRRL/
