States of Emergency: Coping with a Mass Exodus

This article looks at various transportation-related planning issues that many states in the U.S. are being faced with in the aftermath of natural disasters such as Hurricane Katrina. The author relates that establishing response mechanisms to deal with natural disasters is not sufficient. Equally as important is the ability to be able to handle the evacuees fleeing to adjacent states. The author describes various procedures that need to be addressed, such as establishing evacuation corridors, emergency refueling points, emergency food and water stations, as well as determining the availability of emergency medical resources along evacuation routes.
