The object of this project was firstly to determine the accident rate at signal controlled intersections where the traffic signals were flashing amber in periods of low traffic volumes. Secondly the effect of flashing amber on the traffic noise as compared to three colour operation, and thirdly the effect of flashing amber on traffic delays at the intersections was to be determined. The first part of this investigation was to survey the use of flashing amber at traffic signals in other countries. Mainly scandinavian cities have reported experience with such use of traffic signal at periods of low traffic volumes. The second part was an investigation of the effect of flashing amber at 7 signal controlled intersections in Oslo. Intersections with different geometric design and sight conditions were chosen and only one of the intersections had a "right of way" signing. The traffic safety situation was analyzed with the help of recorded conflicts. /TRRL/
