Evaluation of twenty simply organised sustainably safe 30 km/h zones: does the ideal 30 km/h zone exist? Part I: main report

One of the 24 agreements in the Start-Up Programme Sustainable Safe is turning residential areas into 30 km/h zones. In August 2002, a start was made on evaluating 30 km/h zones. The initial phase of this study consisted of selecting suitable municipalities, based on a number of criteria and subsidy requests submitted by the municipalities to the government. In addition to national distribution and a mixture of small, medium and large-sized municipalities, the structure and composition of the population also played a major role. Twenty municipalities ultimately complied with the criteria, the major point of departure being that the zones had to have a minimum size of 30 hectares. The second phase of the study was divided into four steps. Steps 1 and 2 concerned collecting basic data and reorganisation plans, respectively. Step 3 focused on the communication forms deployed by the municipalities. The final step in the evaluation study consisted of talking to the residents of the 30-km/h zones about both the process and the measures taken in the neighbourhoods. Based on the results of the study, the question of whether there is such a thing as an ideal 30-km/h zone has to be answered partly as no; a few neighbourhoods are approaching the ideal layout. The evaluation provides various points of departure for improving both the layout and the process for turning a neighbourhood into a 30-km zone. It might therefore be better to ask "How do you create the ideal 30-km/h zone?" One thing is clear from the study: instituting 30 km/h zones requires follow-up and has to be continued. Despite a restrained approach, the effects on traffic safety are favourable and residents are supportive.
