Implementing optimised decision making in an uncertain future

Many road agencies have traditionally used the concept of total transportation costs (being the sum of the agency and road user costs) to determine the optimal condition for their road assets. While the road asset manager can readily examine the relationship between condition and agency costs, it needs to be recognised that the other half of the equation is in most cases beyond their control. Changing vehicle technologies and government policies all have significant impact on the road user cost function. The cost of driving a vehicle on a rough road have dropped by around two thirds over the past two decades as a result of better vehicle technology, which in turn has moved the optimal roughness for a network steadily higher. In recognition of the above, it is necessary to review the target levels of service being defined in many asset management plans. This paper looks at how to apply the concepts of Optimised Decision Making (ODM) within such an uncertain future. (a) For the covering entry of this conference, please see ITRD abstract no. E213488.
