ACTIVITY AND ACCESS TO OPPORTUNITY-A WELFARE PERSPECTIVE IN THE DESIGN OF TRANSPORT POLICIES FOR THE ELDERLY

The design of transport policies for elderly and handicapped persons is an area of decision-making for which the data provided by conventional demand estimation procedures is not entirely appropriate. This arises because the policymaker is required to make judgementts about the welfare significance of the mobility for which his policies may provide. It is not enough, in these circumstances, to look at transport provision purely in terms of existing or predicted levels of use, but to look at demand levels in terms of their relationship to the economic and social meaning of the ability to travel, however this may be provided for -through subsidy schemes, through the provision of new transport systems, or through the adaptation of existing transport arrangements. The welfare significance of transport for any sub-group can only, it is argued, be understood in terms of the extent to which transport arrangements inhibit or facilitate their participation in their desired range of activities. Only in this way will approporiate policy instruments be identified. The argument is developed through reference to an example reseached by the author. /Author/
