Calculating the performance index for isolated and coordinated traffic signal controlled intersections

The development of a Performance Index (P.I.) for traffic signal controlled intersections, i.e. of an index which would give a measure of the performance of a signalized junction, seems to be a necessary tool for evaluating traffic signal operation. On the basis of such a P.I., the traffic engineer could be assisted to: (i) define which of the various traffic signal controlled junctions of an area present problematic operation, and to rate these junctions accordingly; (ii) identify the interventions, which ought to be carried out for the specific signalized junctions, in order to improve their operation; (iii) program the series of traffic signal maintenance actions, in the area under consideration. Such a Performance Index is developed in this paper as a combination of various parameters- "symptoms" of operation, to each of which a weight is allocated; the combined outcome of these parameters gives then the P.I. The potential "symptoms" of performance, which are taken into account as parameters, are described in detail. The reasons for the consideration of each of these parameters are also outlined. The cases of both the isolated and coordinated traffic signaled intersections are treated accordingly. An amount of data is collected from two different cities in Greece, i.e. Athens and Patras, and case-study applications take place, which produce reasonable and interesting results.
