Brotherly Advice: Learning from Hurricanes Georges and Ivan, Louisiana avoids Katrina Massacre

This article examines the mass evacuation implemented during Hurricane Katrina and other recent evacuations over the past decade to show how large-scale traffic management plans can be applied to other locations. Based on a review of traffic data recorded during the Katrina evacuation, the author states that it was largely successful given that some one million residents moved out of south Louisiana prior to the hurricane’s landfall. The author describes the evacuation plan used for Hurricane Katrina and how it was developed. Four important lessons learned from this and other evacuations are presented.
