The Swedish national freight model: A critical review and an outline of the way ahead
The Samgods group - consisting of the four public administrations for air, rail, road and maritime transport, Vinnova and SIKA - has asked John Bates and Henrik Swahn to evaluate the overall outcome of the the previously made idea studies (2001) and pre-studies (2002) for the development of the Swedish national freight model. They were also asked to give recommendations on the way ahead. It was originally suggested that the two authors should provide separate assessments. However, in the course of carrying out these tasks it gradually became clear that a more substantial joint report would be required, which could be used as a basis for decisions on the further development. The process of preparing this report allowed comments from the members of the Samgods group to influence the first version of the final report, which was discussed at a meeting October 2003. Following that meeting, it was agreed that the authors would revise the document for publication, and this is the outcome of that revision. A route map for the long term development of the Swedish national freight model was also required.
