Evaluation of JALOIN programme and suggested measures for promoting pedestrian and bicycle traffic in Finland

The three-year research and promoting programme of walking and cycling, JALOIN, ended during spring 2004. The goal of the JALOIN programme was to promote walking and cycling in Finland according to the transport policy of the Ministry of Transport and Communications. The basis of the programme was the proposals for walking and cycling policies and the research programme of walking and cycling published in 2001. An extensive working group for promoting walking and cycling and a separate working group for promoting wintertime pedestrian traffic were established within the programme. Altogether 20 research and development projects have been carried out in the programme. Also the model municipality actions of sustainable transport in Jyvaskyla, Kerava and Lempaala have been part of the JALOIN programme. The purpose of this evaluation project has been to increase the strategic level understanding of the measures to promote walking and cycling in Finland. The purpose has been to collect and summarize the results of JALOIN programme and to study the application possibilities of the results and research co-operation in the future. In addition, reaching of goals and meeting with expectations of the JALOIN programme have been evaluated. An additional purpose has been to assess the functionality of the programme process and the co-operation, and the role of the different actors in promoting pedestrian and bicycle traffic. JALOIN programme managed well to promote the goals of walking and cycling in the national transport policy. The programme has provided desired continuity for promoting walking and cycling at the national level. One of the most important accomplishments of the programme has been the increased co-operation of different administration sectors on national level, and in the case of municipalities also on local level. The programme procedure including extensive working groups was somewhat exceptional and succeeded well. Connections to other ongoing research programmes were modest. Practical research themes for walking and cycling were emphasized in the JALOIN programme. The most important areas in promoting pedestrian and bicycle traffic were assessed to be creating local or regional transport policy emphasizing walking and cycling, promoting walking and cycling on work trips, prioritizing walking and cycling in land use planning, and improving the traffic safety of walking and cycling.
