Guidelines for the Assessment of Transport Infrastructure Projects in Finland

These Guidelines are to be followed in the impact assessment of transport infrastructure projects proposed for action and financial plans, investment programmes or budgets of the Ministry of Transport and Communications. They replace the earlier guidelines for project assessment as well as the previously confirmed unit values used in cost-benefit calculations. The Guidelines concern state projects but may also be applied in other schemes.The Guidelines define a common set of principles for assessing road, rail and waterway projects. Along with them, more detailed instructions and assessment methods are needed. The Road, Rail and Maritime administrations are responsible for producing and maintaining these. The assessment of a transport infrastructure project consists of the descriptions of the scheme and its impacts, a cost-benefit calculation, an effectiveness assessment and a feasibility analysis with its conclusions. The assessment is documented and a summary is drawn up. Assessment is needed in different phases of the planning and design process. It is recommended that the actual assessment and the cost-benefit calculation be carried out in the preliminary engineering phase where the impacts can be assessed with fair reliability. All benefits and costs that are influenced by the project and that can be presented in monetary terms are included in the cost-benefit calculation. Unit and other values confirmed by the Ministry of Transport and Communications are used, without index increments, in valuing the benefits and costs. The following values are to be used in the calculation: (1) the base year is the first year after opening to traffic, (2) the calculation period is 30 years, (3) the discount rate is 5%, (4) the salvage value is 25% at the most and (5) the result of the calculation is a net benefit-cost ratio. In addition to a cost-benefit calculation, the impacts are to be assessed from the following viewpoints: people's daily mobility needs, business life, regional development, the environment, traffic safety and economy. The extent to which these impacts have been considered in the calculation is to be mentioned. The maturity for implementation is appraised in regard to e.g. the planning and design status and the permit process. The assessment and calculation are documented in sufficient detail to allow an outsider to review and update it. A summary of one to four pages is drawn up.
