Impact evaluation frame of Travel Centre projects

Impacts of Travel Centre projects are evaluated both during the planning phase and also after implementation. In the planning phase the aim is to find implementation solutions, which are satisfactory for all parties and support political, regional and local targets. The evaluation is specified in the course of the planning process and is the base for further planning and decisions. Satisfaction of various parties on changes caused by Travel Centre is found out in the evaluation made afterwards. Possible correction needs are also investigated in this phase. Inspection frame to evaluate impacts of Travel Centre projects has been produced in this study. Formation of the frame has been based on general project evaluation instructions of The Ministry of Transport and Communications, Finland. Furthermore, impacts of Travel Centres in Lappeenranta and Seinajoki have been evaluated in this study following the frame created. Evaluation of Travel Centres should be made based on operators and transport modes. General impacts on society (such as safety, health, social durability, development of regions and communities and nature) should also be investigated. Socio-economic cost-benefit calculations are usually made in the planning phase of transport projects. Suitability of making cost-benefit calculation as after evaluation is questionable except when it helps to find and correct possible negative impacts of project. The other exception is, when cost-benefit calculation helps to check whether calculations made for decision making are correct. However, it must be remembered, that cost-benefit calculation is only one part of socio-economic analysis. Travel Centre project is a typical example of project having many remarkable impacts, which can not be economically evaluated and are for that reason left out of the cost-benefit calculation. That is why the implementation decision must not be based only on cost-benefit calculation. Travel Centre evaluations of Seinajoki and Lappeenranta made in this study are both evaluations made after the project. Cost-benefit evaluation was difficult, because of inadequate passenger numbers information. That is why evaluation has been made partly speculatively. Both earlier mentioned projects had clearly positive impacts as a whole. Uneven dividing of benefits and disbenefits is however problem in both projects.
