Road protest prompts 20mph limit
In the UK, Portsmouth City Council and its highways partner Ensign Highways are to implement a 20mph scheme on Queens Road in the city following a series of fatal accidents and following a protest by angry residents. The demonstration was prompted by the death of a cyclist on a zebra crossing and the death of two pensioners who were knocked over by a taxi. A temporary scheme involves narrowing the road, mobile speed cameras, signing and associated measures. The scheme was to start just a week after the protest and be completed in 2 weeks. The speed of the response was made possible by the alliance between the county council and Ensign under the private-finance initiative. A permanent scheme has been designed for later in 2005. The costs of the projects are discussed.
