CSS unveils scheme to charge utilities

UK utilities would be required to pay towards the cost of repairing damaged highways under a charging system developed by TRL as part of a research project for the County Surveyors' Society (CSS). Flat-rate charges will be set up to recoup the additional maintenance cost currently borne by highway authorities. CSS hope the scheme will be included in Department for Transport regulations in autumn 2005. Research has suggested that utility holes may reduce the structural life of pavements by more than 30%. Charges for premature deterioration are levied in the USA and some European countries. TRL has developed a basis for calculating the total additional maintenance cost from remedial work. The total cost has been related to the total area of reinstatements done over the highways' service life. Charges would vary according to the size of the reinstatement, the type of street, the age of the surface and the condition at the time of work.
