A Study of the Duties of a County Engineer in the State of Kansas

Kansas statutes require an engineer to be licensed when making decisions involving the health, safety and welfare of the public. Further, the statutes require that every county employ a licensed engineer, whose title shall be "county engineer." Currently, many counties are not in compliance with state statutes or Attorney General's Opinions. Four other states were surveyed and they all have similar statutory requirements for a county engineer in each county. A survey of road supervisors in Kansas counties indicated they want "access" to an engineer when they concluded that an engineer is needed to comply with the statutes. A self-test is provided for individuals to decide when conditions require an engineer's expertise. A representative list of county engineering duties is included, which indicates whether the function requires an engineer's license or may be performed by a non-engineer. This list is not all-inclusive, but it provides information for a non-engineer to decide if an engineer should be involved in the decision-making process. Some consulting engineers support the availability of engineering services in each Kansas county because they could provide the service. In addition to delineating the duties that require a licensed engineer, this report provides the basis for the follow-up K-TRAN project, which will identify means for counties to obtain services when they are needed.
