The Challenges of a True Distance Approach to Road Charging

The Road Pricing Feasibility Study published by the UK Department for Transport in 2004 set out a long term challenge for policy makers and industry to implement a highly complex road pricing system that could charge all vehicles for the distance traveled by time and location as a means to combat the ever increasing problem of congestion. This paper investigates the implications of this challenge and the questions whether it can be met and at what ‘cost’.
