The New ITE Light-Emitting Diode Traffic Signal Specifications: A Guide for Purchasers

The Institution of Transportation Engineers has recently updated its specification for light-emitting diode (LED) circular traffic signals. This paper describes the new requirements of the specification, which was published under the name, "Vehicle Traffic Control Signal Heads--Light Emitting Diode Circular Signal Supplement" (VTCSH-LED). VTSCH-LED is a comprehensive performance specification that incorporates the latest available research and technology in its requirements for LED traffic signal modules. The specification includes many challenging requirements for manufacturers, such as luminous intensity over the full operating temperature range; maximum intensity and luminance uniformity; testing with duty cycle; resistance to dust and moisture intrusion; hard coating of lens and abrasion tests; and low-voltage turn-off. VTSCH-LED has been adopted by reference into the Federal Highway Administration's Manual on Uniform Traffic Control Devices. Agencies purchasing or installing LED traffic signals should use VTSCH-LED as a minimum performance specification and verify that a LED module manufacturer has met the requirements of VTSCH-LED.
