Prospects of Emergency Aviation Development as Part of the Civil Defense System in Croatia
Regarding the trend of globalization and regionalization and its impact on standardization and establishment of a unique practice in emergency operations of protecting and rescuing people and assets in danger, as well as the strategic orientation of Croatia in order to equally participate in the integration projects - one of the necessary preconditions for this is the establishment of an adequate system of emergency aviation. The institutional and technical dimensions of such a system would not only indicate the recognition of the obligations taken on by Croatia but would be applicable in the general and practical sense. This paper defines the notion of emergency aviation and provides its classification - Search and Rescue, Emergency Medical Service, Fire-Fighting; analyzes its role in the system of civil defense; and argues for the establishment of the emergency aviation system in Croatia. Theoretical assumptions of its modeling are elaborated upon in the paper.
