The Role of Government in European Railway Investment and Funding
The China Railway Investment and Financing Forum was the first international conference to be hosted by the Ministry of Railways to examine the relevance of rail policy development in Europe, North America and Japan for reform in China. The Ministry organized this consultation at the launch of a new 10 year development plan that will expand the rail network 40% and seeks a major contribution from private capital. This paper discusses the Forum. Topics covered include policy background, European Union regulations, public budget contributions to European railways, trend in public funding, and new sources of finance for investment in European railways.
