ParkBench: Benchmarking Local Government Parking Operations
Responding to the lack of comparative parking operations information available to Australian local government authorities, ARRB Group (ARRB) initiated an innovative benchmarking study in mid-2003 that has attracted nationwide interest. ParkBench is the name given to the project. The aim of the initiative is to provide participating Local Government Authorities with parking system performance indicators so they can compare their operations with that of others, to determine whether they are achieving “Best Value” and whether there is scope for improvement in their operations. In excess of 75 Key Performance Indicators are benchmarked in categories relating to parking charges, costs, revenues, parking provision rates, infringement and fine structures, resourcing, infrastructure, etc. This paper presents the progress achieved in the first year of the scheduled five year program and it highlights key findings and outlines the next steps in the process.
