The purpose of this empirical analysis was to determine the relative significance of several parameters influencing the travel time rate on urban streets. The main thrust was toward an understanding of which parameters had a significant primary effect and which did not. This research phase was not directed toward an empirically derived travel time estimation equation such as a regression equation. /GMRL/
