SOME THOUGHTS ON EVALUATING TRANSPORTATION SYSTEMS BY MEASURES OF THEIR ACCESSIBILITY

This paper describes some of the surface scratching that has been completed on the question of access. The present method of evaluating alternative transportation systems can be improved by the inclusion of a manageable amount of additional detail. When the possibility exists that two transportation systems of equal total transportation system cost can provide quite different selective measures of accessibility for transit users, then the additions to the present method of evaluation become imperative. In addition, if it is the intention to improve the accessibility to opportunities for the less-privileged, a method of determining the extent to which each alternative transit system improves access for these people must be determined. /GMRL/
