Value of Time for Commercial Vehicle Operators

Since 1937, Minnesota has had a seasonal load restriction policy that restricts the weight of commercial vehicles on roadways during the spring season, when the spring thaw has caused a saturated condition in the soil under the pavement. In order to quantify the effects of the seasonal load restrictions, this study estimates value of time for commercial vehicle operators in Minnesota. A sample was constructed from several trucking industry sources to conduct a survey. Interviews were conducted using an adaptive stated preference survey to derive an estimate to the nearest dollar. A Tobit model was fit to the data from the interviews to derive an estimate for value of time of $49.42 per hour. Comparisons between for-hire firms and those with private fleets indicated that for-hire firms have a considerably higher value of time.
