In Mexico, road transportation accounts for the largest share of passenger and freight movement. In the past the Mexican government paid the cost of the roads. Because of the country's reliance on its road system and its other budget needs, there are large investment needs in the road sector. This paper lists concessions created by the Mexican Secretariat of Communications and Transport (SCT) specifically to allow private investment. There are two types of concessions. One is to build, operate, maintain and transfer toll roads. The second type is the Projects for Service Provision (PSP) model, which is concerned with the maintenance of existing toll free roads.
