HANDLING IT DIFFERENTLY : THEY MAY USE THE SAME MATERIALS OVERSEAS, BUT THE TREATMENT IS PURE EUROPEAN

This article presents observations drawn from a FHWA and AASHTO sponsored scanning trip on road construction materials to England, Denmark, Germany, and the Netherlands. It offers key findings on new construction techniques, new testing methods, different acceptance processes, standardization, and innovative research programs. The article reports on the tire-pavement noise reduction merits of twin-layer asphalt pavements, which features a finer aggregate in the wearing or top layer, and a larger aggregate in the lower layer. It discusses the usage of new testing methods, such as such as the torque bond test and pulse (active) thermography, and the differences in materials acceptance processes. The article relates how efforts towards a European Union standardization program are taking place as a results of the effective elimination of barriers to free trade. Regarding innovative research programs, the article mentions the “Roads to the Future” project in the Netherlands which is exploring long-range solutions for meeting future highway demands.
