REAL-TIME FREEWAY LEVEL OF SERVICE USING INDUCTIVE-SIGNATURE-BASED VEHICLE REIDENTIFICATION SYSTEM
A new technique for developing level of service (LOS) criteria on freeways that can be used to evaluate freeway performance is described in this paper. The technique uses a new measure of effectiveness known as re-identified median section speed (RMSS). This measure is derived from the anonymous vehicle re-identification (REID) system that was implemented on a major section of freeway in the Irvine, California. Point-measured traffic parameters as well as section-measured parameters including travel times are provided by this advanced surveillance system. With the availability of vehicle travel times for sections of freeways from a re-identification system, new LOS criteria can possibly be obtained for use in real-time freeway analysis on continuous sections.
