Alternative Conditions for a Well-Behaved Travel Time Model

In dynamic traffic assignment (DTA) models, the travel time on a link is often treated as a function of the number of vehicles on the link. One of the key properties needed for a travel time function or a link flow function, in DTA is that it should satisfy a first in first out (FIFO) property. This paper investigates what other condition would be sufficient and would impose fewer restrictions, or at least substantially different restrictions, on the choice of functions or parameters in modelling DTA.
