Regulatory Policy Developments in the Australasian Urban Public Sector
This chapter addresses the developments in public transport regulatory policy (including procurement, contracting and funding issues) over the last few years in both Australia and New Zealand. Its focus is on the urban sector, particularly on services in the main cities in both of the countries. It covers issues relating to both bus and rail-based services. Section 2 of the chapter provides a brief overview of the regulatory developments in the two countries, first for bus and then for rail-based modes. The chapter then presents in Section 3 more detailed case studies on selected recent developments of particular interest—the bus service tendering and contracting systems in Adelaide and Perth. Contract reforms are presented in Section 4 and Section 5 then draws together the main conclusions and key issues for the future.
